Allegheny Valley Hospital (AVH) has served Natrona Heights, Pa., and the surrounding community for over 100 years. Today, AVH has 188 licensed beds and provides emergency care, surgical care, rehabilitation care and other health care services for its patients.

Mark Rubino, MD
President, Allegheny Valley Hospital

Mark A. Rubino, MD, MMM, FACOG, is a highly accomplished physician and healthcare leader, currently serving as President of both Forbes Hospital and Allegheny Valley Hospital.

Dr. Rubino's commitment to excellence is evident throughout his career. He earned his Bachelor of Arts degree magna cum laude from the University of Pennsylvania and his Doctorate of Medicine with Alpha Omega Alpha honors from the University of Pennsylvania School of Medicine. He completed his residency in Obstetrics and Gynecology at Magee Women's Hospital.

Dr. Rubino is board-certified by the American Board of Obstetrics and Gynecology and is a Fellow of the American College of Obstetricians and Gynecologists. He furthered his expertise by obtaining a Masters of Medical Management from Carnegie Mellon University in 2006, where he was later recognized as a Distinguished Alumnus in 2021. Dr. Rubino was recognized amongst a talented group of healthcare executives as a "community hospital CEO to know" by Becker’s Healthcare in 2024.

Dr. Rubino is actively involved in the healthcare community, serving as Chair-Elect of the Board for The Hospital and Healthsystem Association of Pennsylvania. He is also a Board member at the Monroeville Area Chamber of Commerce, Forbes Health Foundation, and Franklin Regional Panther Foundation.

William H. Bailey, Jr., DO
Chief Medical Officer, Allegheny Valley Hospital

William H. Bailey, Jr., DO, is the Chief Medical Officer of AVH. A board-certified internal medicine physician, Dr. Bailey also serves as the Director of Hospitalist Medicine.

Dr. Bailey received his medical degree from Philadelphia College of Osteopathic Medicine in May of 1990 and completed his residency and internship at Shadyside Hospital.

Dr. Bailey has worked in the emergency departments of AVH and West Penn Hospital since 1993, in a variety of roles, including Quality Director, Nocturnist Lead Physician, and Associate Director. He was named CMO of AVH in 2020.

In his time as CMO, Dr. Bailey has sought to enhance the administrative affairs engaging the medical staff and hospitalists in achieving operational and strategic goals related to growth, clinical development, efficiency, regulations, clinical quality and patient safety.

Dr. Bailey enjoys tennis, biking, hiking and waterskiing. He and his wife, Laurie, have three daughters.

Jeffrey J. Carlson, MBA
Chief Operating Officer of Forbes Hospital and Allegheny Valley Hospital

Jeffrey J. Carlson, MBA, Chief Operating Officer of Forbes Hospital and Allegheny Valley Hospital, is a highly experienced healthcare leader with over 25 years of demonstrated success in various operational roles. Prior to this, Jeff held the position of Vice President, Pathology Institute at Allegheny Health Network, where he was responsible for the development and execution of the network-wide strategy for the Pathology Institute. His previous roles at AHN include Interim President - Allegheny Valley Hospital and President - Wexford Health + Wellness Pavilion. Prior to joining Allegheny Health Network, Jeff held leadership positions at Mayo Clinic Health System (Minnesota) and University Hospitals (Ohio).

Jeff is professionally affiliated with the American College of Healthcare Executives, the American College of Healthcare Executives — Western Pennsylvania, and the Healthcare Financial Management Association. He holds a Master of Business Administration in Healthcare Administration from Baldwin-Wallace College and a Bachelor of Science in Business Administration from John Carroll University.

Milissa Hammers, MSN
Chief Nursing Officer, Allegheny Valley Hospital

Milissa Hammers, MSN, RN, is the Chief Nursing Officer of Allegheny Valley Hospital. She started her nursing career in 2007 as a direct care nurse on a medical/surgical unit at West Penn Hospital. During her tenure at West Penn, she also started her nursing leadership career, serving as a Clinical Coordinator and Nurse Manager.

In 2011, Milissa transferred to Allegheny Valley Hospital serving as a Nurse Manager and Director of Nursing before accepting the role of Chief Nursing Officer in March 2020.

Milissa received her Master of Science in Nursing Leadership and Management from Walden University in May of 2019.  She also received her Bachelor of Science in Nursing from Clarion University and her nursing diploma from the Western Pennsylvania Hospital School of Nursing.

Milissa is a current member of the Southwestern Pennsylvania Organization of Nurse Leaders. She is a valued member of the Executive Leadership Team at Allegheny Valley Hospital and the Executive Nursing Leadership Team at Allegheny Health Network.
