Vicenta C. Gaspar-Yoo, MD, MBA, CHCQM, is the president of Allegheny Health Network’s 188-bed Allegheny Valley Hospital (AVH) in Natrona Heights, Pa. A physiatrist who specializes in physical medicine and rehabilitation, she is the hospital’s first practicing physician president.
Dr. Gaspar-Yoo has led AVH since summer 2019, when she came to Pittsburgh from University Hospitals Health System (UH) in Cleveland. Her arrival here represented a return to Pittsburgh for Dr. Gaspar-Yoo, who first came to Pittsburgh at age 28 to complete a medical residency at UPMC Presbyterian.
A native of the Philippines, she received her medical degree in physical medicine and rehabilitation from the University of the East Medical Center’s College of Medicine in Manila and completed an internship at Crozer-Chester Medical Center near Philadelphia, working alongside her aunt, Dr. Victoria Gaspar.
Dr. Gaspar-Yoo later earned a master’s degree in business administration from Case Western Reserve University’s Weatherhead School of Management. Her MBA put her on a different career path, leading to new physician leadership opportunities, first at Firelands Regional Medical Center in Sandusky, then at UH starting in 2014. At UH, she most recently served in dual capacities as System Physician Advisor and System Physician Lead for HRM Observation Improvement. Prior to these roles, Dr. Gaspar-Yoo was the Chief Medical Officer for UH’s Bedford and Richmond Hospitals.
In her time at Allegheny Valley, Dr. Gaspar-Yoo has sought to enhance the hospital’s patient experience, improve patient safety, and reduce wait times in the emergency department and in observation units. She also plans to expand the hospital’s rehabilitation and occupational medicine capacity, grow its cardiology services, and strengthen AVH’s pain management program.
Dr. Gaspar-Yoo and her husband, Dr. Bo Yoo, have three children.
William H. Bailey, Jr., DO, is the Chief Medical Officer of AVH. A board-certified internal medicine physician, Dr. Bailey also serves as the Director of Hospitalist Medicine.
Dr. Bailey received his medical degree from Philadelphia College of Osteopathic Medicine in May of 1990 and completed his residency and internship at Shadyside Hospital.
Dr. Bailey has worked in the emergency departments of AVH and West Penn Hospital since 1993, in a variety of roles, including Quality Director, Nocturnist Lead Physician, and Associate Director. He was named CMO of AVH in 2020.
In his time as CMO, Dr. Bailey has sought to enhance the administrative affairs engaging the medical staff and hospitalists in achieving operational and strategic goals related to growth, clinical development, efficiency, regulations, clinical quality and patient safety.
Dr. Bailey enjoys tennis, biking, hiking and waterskiing. He and his wife, Laurie, have three daughters.
Milissa Hammers, MSN, RN, is the Chief Nursing Officer of Allegheny Valley Hospital. She started her nursing career in 2007 as a direct care nurse on a medical/surgical unit at West Penn Hospital. During her tenure at West Penn, she also started her nursing leadership career, serving as a Clinical Coordinator and Nurse Manager.
In 2011, Milissa transferred to Allegheny Valley Hospital serving as a Nurse Manager and Director of Nursing before accepting the role of Chief Nursing Officer in March 2020.
Milissa received her Master of Science in Nursing Leadership and Management from Walden University in May of 2019. She also received her Bachelor of Science in Nursing from Clarion University and her nursing diploma from the Western Pennsylvania Hospital School of Nursing.
Milissa is a current member of the Southwestern Pennsylvania Organization of Nurse Leaders. She is a valued member of the Executive Leadership Team at Allegheny Valley Hospital and the Executive Nursing Leadership Team at Allegheny Health Network.
Stephanie Petitta, MHA, has served as Allegheny Valley Hospital’s director of operations since 2020. As director, she is responsible for the day-to-day operational performance of AVH and its associated clinics and businesses.
Stephanie has been a part of Allegheny Health Network since 2012.
She received her master's degree, Health Administration, from Ohio University, and a bachelor's degree, Health Information Management, from Duquesne University in Pittsburgh. She is a Registered Health Information Administrator (RHIA).
Tina Gowen, CPA serves as Director of Finance for Allegheny Valley Hospital. As a member of the hospital leadership team, she is responsible for the financial operations and oversight of the hospital including cost containment and evaluation of strategic growth opportunities.
Tina has more than 30 years of experience within the health care industry including more than 25 years of progressive financial leadership roles at AHN’s Saint Vincent Hospital before coming to AVH.
She is also a certified public accountant in the state of Pennsylvania.
Tina earned a bachelor’s degree in accounting, at Mercyhurst University. She is active in the community as a credit union board member and volunteer for several local nonprofit agencies. She is a member of the Healthcare Financial Management Association and Pennsylvania Institute of Certified Public Accountants.
